A phosphite fungicide is a systemic treatment made from phosphorous acid (also called potassium phosphite or phosphonate) that a tree absorbs through its leaves or roots and moves throughout its vascular system. It's used for root rot when a tree is fighting Phytophthora or Pythium, the water mold (oomycete) pathogens most responsible for decayed roots and dying trees. In my experience, this is one of the first things worth reaching for once oomycete root rot is suspected, since the damage starts underground, long before it shows up in the canopy.
A phosphite fungicide's active ingredient is phosphorous acid, usually formulated as mono- and di-potassium salts of that compound. It's easy to confuse with phosphate, the nutrient found in regular fertilizer, but the two aren't the same thing. Phosphite doesn't feed the tree.
