Rather than a fertilizer or pesticide, it belongs to a category of products that alter a plant's own hormonal signaling, in this case to interrupt the sequence that turns a flower into fruit.

The growth regulator works by triggering the tree's flowers to abort and drop from the branch before pollination can lead to fruit set. Sprayed onto open blossoms during bloom, it interferes with the hormonal signal a flower needs to develop further, so the flower falls away rather than swelling into fruit. This is why the spray needs to reach the tree while it is actively flowering rather than after fruit has already begun forming, since a piece of fruit that has already set is past the stage it is designed to interrupt.
Some trees are grown or already established purely as shade or ornamental plantings, and their fruit becomes a nuisance rather than a benefit, dropping onto sidewalks, driveways, or lawns and attracting insects and rodents. The same growth-regulator action also disrupts mistletoe's ability to produce and spread seed, which is why the same bottle is mixed at separate, stronger rates for that use, 16 ounces per gallon for leafy mistletoe on deciduous trees or 8 ounces per gallon for dwarf mistletoe on conifers, and applied directly to the mistletoe growth before its seeds disperse in mid-summer. A lighter rate is also used to speed ripening on harvested tomatoes.
